Fray Álvaro Cristiano Valcárcel es un religioso Franciscano seglar, que llegó a la ciudad de Cali en el año 1996 para impulsar proyectos educativos importantes. El 11 de diciembre de ese mismo año nace de forma alterna la Fundación santa Inés.
Se constituye como una Institución civil, sin ánimo de lucro al servicio de poblaciones catalogadas en alto riesgo social.
Posteriormente, abre sus puertas a la comunidad el 1 de mayo de 1997, atendiendo 40 familias; en educación y protección de niños de 0 a 5 años de edad, educación para la primera infancia, los niños y niñas permanecían en la guardería desde las seis de la mañana hasta las 5 de la tarde.
